Responsible to the BOM (Board of Managers) for the IT implementation quality of VPBank's projects (with a scale over 10 billion VND, time of project more than 12 months, impact to bankwide & directly contributing to KPI results of IT Division)
This position is responsible for determining the implementation method, implementation planning, the study, support and execution of all projects relating to all back-office systems serving the Operation Division (e.g., Operation Hub and Payment systems, Customer services systems (CSM), ECM & Workflow Platform, etc.) to provide services to OPS business units, following the processes, policies, and standards of VPBank
Responsible for the execution plan to ensure alignment and monitoring of big initiatives implemented at VPBank.
Planing:
- Determine the implementation method
- Implementation planning
- Resource planning
- Detemine cash flow, cost charge to P&L
- Collect/ support subsidiaries PM/PIC to collect sufficient information related to project planning, resources, timeline, and budget.
- Define, plan, manage and co-ordinate (or support subsidiaries PM/PIC to define, plan and co-ordinate) portfolio of projects and ensure execution and delivery.
- Monitor and evaluate the execution progress versus the project plan.
- Establish and maintain relationships with the key business and technology stakeholders at VPBank subsidiaries. Extend this to external stakeholders when vendor or partner/ecosystem relationships matter to success of the project delivery.
- Cultivate and disseminate knowledge of application-usage best practices.
- Research and make recommendations with architecture on software products and services in support of procurement and development efforts. And make sure they align with VPBank’s architecture.
- Conduct assessment for Projects serving back-office functions and evaluate the efficiency of each functionality and align action plan with relevant Divisions’s.
- Ensure that critical issues are identified, impact evaluation and process of root causes finding is efficient and propose recommendation for appropriate criteria to guideline the after process.
- Collaborate with all relevant teams at VPBank Divisions to follow up with the plan to ensure stability of process and quality of projects delivery.
- Coordinate feasibility studies for software and system products under consideration for purchase, give advice based on findings as well as alignment with VPBank strategic digitalization goals.
Change/Innovation:
- Proposing policy/process/framework improvements to ensure compliance with internal regulations and in accordance with the characteristics of subsidiaries
- Proactively adjust task plan and resource plan in accordance with actual implementation (without changing the main milestones of the project). Propose changes in scope, resources, timeline and cost to the Project Steering Commitee for risk and issues management to ensure project goals.
People agenda:
- Responsible for selecting (for part-time personnel), recruiting (for full-time personnel), managing and coordinating project members according to orientation of Project Steering Commitee.
- Specify roles, responsibilities, assign goals, and monitor and evaluate the quality of work performance for each member. Each project team has a minimum of 10 core-team members (dedicated > 50% to the project) and 3-4 full-time members; In addition, over 20 members from the IT Team (Security, EA, Infrastructure, System Owners), Vendor Team & BU Team according to each project phase
- Evaluate KPIs for full-time members and send KPI evaluation results to manager for part-time members
- Empower project members
- Train or guide project members to ensure uniformity in technology skills/soft skill
1. Educational Qualifications
- Bachelor’s degree or higher in IT, Business Administration, or related fields
2. Relevant Knowledge/ Expertise
- Proven experience in managing complex IT Project
- Solid understanding of software development lifecycle
- Solid understanding of IT operation (Application monitoring & maintenance, Infrastructure, Security, …)
- Understanding IT and their interrelation with business
- Proven experience in managing all aspects of a project from business cases, estimation, procurement, and budgeting.
- Good understanding in project management methodology: waterfall, agile.
- Solid knowledge in multiple banking domains.

4. Relevant Experience
- 5-7 years of experience in Software Development Management or IT program/project management
- Proven experience in role of senior project manager/ IT manager
- 5 years of experience in Banking
